NCRP, CFCFRMS and 1930: what official sources say

Official sources describe what these systems are for. They do not predict what will happen in an individual complaint.

Three names, different roles

  1. 011930

    Helpline

A phone line to help report cybercrime.

  2. 02NCRP

    Online portal

A Government of India portal for cybercrime reports.

  3. 03CFCFRMS

This note summarises the linked public sources in plain language. It is not a step-by-step reporting guide, legal opinion or assessment of a specific incident.

What the portal is for

The National Cyber Crime Reporting Portal FAQ describes the portal as a Government of India initiative for reporting cybercrime complaints online. Its listed complaint categories include online financial fraud.

That public description explains the portal’s reporting role. It does not establish what action will follow a particular report or whether funds can be recovered.

How official sources describe these terms

NCRP
The MHA response describes the portal as an I4C initiative for reporting cybercrime. Reports, FIR conversion and subsequent action are handled by the relevant State or Union Territory law-enforcement agencies under law.
CFCFRMS
The response says the Citizen Financial Cyber Fraud Reporting and Management System, under I4C, was launched in 2021 for immediate reporting of financial frauds.
1930
The same response describes 1930 as a toll-free helpline operationalised to assist with lodging online cyber complaints.

What the source does not explain

The MHA answer reports that a central SOP for NCRP and CFCFRMS was issued on 2 January 2026 and describes a coordination mechanism involving State and Union Territory police agencies. The parliamentary answer is a summary; it does not reproduce the full SOP or determine how an individual matter should be handled.

Current official instructions and the facts of a matter should be checked directly. A portal acknowledgement, complaint entry or account restriction is not, by itself, a finding about liability or a promise of restoration.
